Is low blood pressure bad due to lack of oxygen and blood?

Depends on symptoms: If, with a low blood pressure, someone has symptoms of dizziness, lightheadedness, kidney failure, etc, then it is bad. But, there are many people who feel and look completely fine with a "low" blood pressure number. So, the number doesn't necessarily mean it is bad: it really depends on the symptoms.
