Is it standard practice for a toddler with a uti to get referred to pediatrician?

Depends: Depends if your child's doctor is a family doctor or a pediatrician. However, if your child has had their first bladder infection or has had multiple utis then they should have a renal ( kidney) ultrasound to make sure the kidneys look normal & further testing to make sure the kidneys & bladder are functioning normally. It is common at this time to have them referred to a pediatric urologist.

Who else would u see: It is standard practice for a toddler to have an ultrasound of the kidneys after a uti, and in some cases additional testing to look at scarring of the kidneys. If you are seeing a family physician, not sure what more would be gained by seeing a pediatrician as long as your usual doctor does a proper evaluation. Search for aap UTI guidelines (there are new ones from last year).

Toddler uti: Hard to say. If whoever diagnosed your toddler with a UTI feels uncomfortable managing his/her UTI and wants him to see a pediatrician then i would feel grateful that your doctor recognizes when he/she needs help. A scary doctor is one who doesn't know what he doesn't know.
