Probably ok: If it's just a broken vessel in the white of the eye, should be no problem. This is called a conjunctival hemorhage. It could be a hint of other problems like high blood pressure or too much blood thinner. If you have other health problems or any change in vision you should see a doctor.

Yes: This shouldn't be a problem unless the reason you had broken blood vessels was due to direct trauma of the eye which would require a physician evaluation.

It depends: Subconjunctival hemorrhages are basically a bruise. They can occur for no good reason, but can be associated with any valsalva maneuver (grunting, straining, heavy lifting, etc) which in turn raises the pressure in one's upper torso and head. If you have no bleeding disorders, no changes in vision, no other bruising on your body and non-rust colored urine, you're good to work out.

Yes: Subconjunctival hemorrhage is an ultimately harmless condition. Straining / exercise may make it look worse, but it won't cause any permanent damage to the eye.
