No: Radiation exposure is just that, exposure. Whether or not there is radiation damage is something only time will tell. There are many instances where cancer patients were exposed to localized radiation as children or young adults and later develop cancers in the area they were exposed. Whole body exposure, like from fallout, ican lead to problems in survivors, but cannot be mitigated later.
