Yes: There is usually an underlying cause for a stroke, i.e. Hypertension, atherosclerosis, atrial fibrillation, etc. To the extent that the risk factors can be moderated then the risk may be reduced. The underlying total risk will usually still be higher than for someone who has not had a stroke.
