The petroleum jelly should have removed with warm water and soap and water. The warm water would soften the petroleum jelly so that the soap and water could then remove it. Have you tried a scrub-like a face mask type scrub? Also, something like a pumice stone after exposing it to a warm temperature to soften it should help. If none of these things are working, see a dermatologist to remove it.
