This sounds entirely normal. The skin of the scrotum usually is wrinkled. Most likely nothing is wrong, but see a doctor if you are convinced otherwise.

The scrotal skin has a muscle in it which can contract and relax to make it look more or less corrugated and is normal. The skin itself is smooth when relaxed. Any other symptoms pl see a Urologist.

This is normal skin anatomy for the scrotal skin. Use topical creams, wear loose fitting clothes, and keep area clean and dry to avoid irritation. A dermatologist consultation will be helpful.
