I got a blood test done last week and my mcv and mpv was high. also monocyte # was normal range but my monocyte % was high i dont understand how that can be. how can my monocyte number be normal but percentage be high? should i be concerned?

This is entirely normal. For all WBC types, everything is normal if the total WBC is in the normal range, and if either number or percentage of particular types (like monocytes) is normal. This is no cause for concern, especially if you are outwardly healthy. Don't worry about it. If in doubt, check with the doctor who ordered your blood count. Good luck.
