Would suggest carrying in the car a good hand sanitizer and use it in such circumstances. Ironic that following the COVID scare we continue to run out of regular hygiene essential supplies…

Public toilets are not very risky for any infection and absence of soap probably makes little difference in the low risk of infection. Rinsing with water undoubtedly helps though; and you can wash your hands (or use a disinfectant gel) when you have the next opportunity. Until then, try to remember to keep your hands and fingers away from your face. But even forgetting this would be low risk.
