I was licked by a dog in an elevator. i cleaned the area with hand sanitizer then washed with soap and water. the water got on an old blister on my ankle. do i need to get a rabies vaccine?

If the dog is someone's pet or service animal, not a stray, it has been inoculated. Your overkill with sanitation methods probably sterilized the area. Don't worry. And by the way there are many more varieties and numbers of bacteria in a human mouth than a dog mouth.
