There is a small linear slightly prominent area of skin running like a line from the bottom of the foreskin it the start of scrotum and down further . This is normal. The bump could be one og many things eg sebaceous cyst, mild infection etc- and can not be diagnosed without an exam. If it does not go away in a week or so pl see a Urologist.
