Probably normal: Every male has "small white bumps" on the penile skin, normal sebaceous glands and hair follicles. If you are sure this is new and/or abnormal, see your doctor or a dermatologist. In the meantime, this description doesn't sound at all like genital warts. And common skin warts don't get transmitted to the genital area, so that's really not something to be concerned about.
