I had a hiv vein blood test at 4 days possible exposure and then a 4th gen test at 14 days and will be going on for another 4th gen test at 28 days. will this be considered conclusive?

The most conclusive test is a negative result after 42 days of exposure. So the future test at 28 days should be postponed to after 6 weeks of exposure then you are certainly safe when all the results remain negative. Good luck.
