People do not develop antibiotic resistance. Sometimes the germs they acquire in an infection may be antibiotic resistant, but that would be if that germ infected anyone at any time, even if they never took an antibiotic before. Frequent use of antibiotics for minor colds in which they have no use can eventually cause random germs to mutate & become resistant.
