Whenever i walk really fast or up a hill and get out of breath, my jaw and my left arm start aching. is that heart related? should i see a cardiologist?

Pain related to exertion always raises possibility of myocardial ischemia from coronary artery disease or, in a young person such as yourself, congenital heart disease. You need professional medical evaluation, but not necessarily from a cardiologist. Your family practice or primary provider should be able to provide this evaluation.
