I previously tested negative for hsv-2 igg, last sexual contact was approximately 4 weeks ago. retested and now it is 1.21. could this mean i have hsv-2?

Conceivably yes, but very unlikely if no genital blisters, sores, etc. The HSV2 IgG test is lousy and should not be done after a particular exposure if no typical symptoms or sometimes a known infected partner. Most low-positive like this are false. In theory, this low level could be the start of a rising result, which might be confirmed with another test in 2-3 months.
