Check with x-rays: You did not mention her age which would have been somewhat helpful. I would recommend that she be seen by a dentist who can take some x-rays to determine whether or not her permanent teeth are developing along with their position. Those teeth may be congenitally missing, impacted due to crowding or erupting off at an angle, or merely delayed in erupting.

Baby teeth: If you are saying her front "baby" teeth fell out, it is not uncommon for the permanent teeth to take some time to erupt. Check her gum tissue in the area--you may be able to see or feel the edges of the teeth underneath. Some kids can be like this for a few months. Don't panic, I am pretty sure, they will be "seeing you soon". A dentist can take an x-ray to verify their presence.
