My brother is feeling that bp fluctuate while standing,(bp98/63-pulse85) & his blood is somehow runny during blood test. he take estecina for gastric abscess after gastric leak recovery. is that the cause of low blood pressure?

This sounds like a normal, healthy blood pressure -- unless he is dizzy or light-headed when he stands up. The appearance of his blood ("runny") doesn't sound abnormal either. Ciprofloxacin (Estecina) does not have such side effects. He should speak with his doctor if he remains concerned.
