Is the tooth impacted? If so it may never erupt. If you are asymptomatic, don't worry about it. At your next dental appointment, have your dentist take a radiograph.

An x-ray would reveal if the tooth has a chance of erupting. At your age it should have erupted. If the x-ray shows the tooth is impacted or at an angle where it won't erupt, than it's best to have it extracted now in order to avoid future problems. You could leave it alone if wish, but watch for any pain or pressure and swelling.
