HIV is a blood to blood transfer and bodily fluids transfer. Since no fresh blood or fluids on paper, than no transfer. Always be aware as you are.

Zero risk for HIV, even if the toilet paper had been contaminated with visible blood or other body fluid. If you do not have unsafe sex and do not share drug needles, you will never get HIV. Don't worry about it.
