Missing information. Was there fresh wet blood from an HIV infected patient on the surface in question? HIV is a fragile germ. It doesn't sit around on surfaces like some common bacteria that infect common scrapes/cuts. No fresh HIV blood= no risk of acquiring HIV from the cited event.

HIV cannot be transmitted in above presented scenario. HIV does not survive on inanimate surfaces. Check cdc.gov for reliable information regarding HIV transmission.
