Kinda, but: I've never heard of a thumb tack with hiv, so would not worry too much. Even a solid needle (like suture needle) can potentially have the virus on surface, but that goes into person. Tack doesn't and then sits around (in bulletin board) for long time. Many more things in life to worry about. Wash hands with soap and water.

Unlikely: Someone with HIV would have had to have poked themself with the same thumbtack firs, even then very low probability.
