Missing information. Was there fresh wet blood from an HIV infected patient on the surface in question? HIV is a fragile germ. It doesn't sit around on surfaces like some common bacteria that infect common scrapes/cuts. No fresh HIV blood= no risk of acquiring HIV from the cited event.

HIV cannot be transmitted from inanimate objects. Superficial skin infections remain possible and wounds should be watched closely until healed.
