It could be either-sometimes, there is a temporary slowing and other times, most of the growing has occurred. At your age, you are not likely to be done growing. You can see your doctor and have hand x-rays taken to see if the growth plates have closed or not. If you are smaller than your parents, you are not likely to be done growing. So, see your doctor if there is concern. Good luck!
