Someone with a cervical spinal cord injury graded c on the asia scale would they be capable of walking at the time of being given that grade? if not would they be capable of walking at the time of being given a grade d on the impairment scale?

A neurosurgeon usually follows such patients and would be best to answer your question. There are so many variables involved in these injuries that one can't make blanket statements about Grade C &D spinal cord injuries and patients' ability to walk. In my limited experience I'd say that most can ambulate with or without using quad canes or crutches.
