Unfortunately I don't think there's any medications that will relieve these 2 symptoms. An otolaryngologist would be best to evaluate and advise you. Sound therapy & cognitive behavioral therapy have been somewhat successful in treatment hyperacusis.

Need to ENT, have audiogram, CBT sometimes helps, avoid caffeine. There are effective medication. If severe, tinnitus is frequently treated with tinnitus maskers or hearing aids. You can obtain Musicians' ear plugs at a hearing aid dealer for damping excessive noise outside
