I had dinner and 3 hours later my shoulders and one finger were itchy and red. it stopped after about an hour. no hives or welts. i didnt take anything for it. could that have been an allergy to what i had for dinner?

It sounds like a coincidence not a cause. A reaction to any ingested food would be expected to involve the mouth where it went in, or multiple body surfaces where welts/hives would appear. Not 2 localized areas. Localized issues are usually from a limited direct contact to an agent.
