2 - 3 weeks post toenail removal: is it normal for skin of the toe just below where the base of the toenail had been to be tender?(area slightly pink with no signs of infection. daily epsom+betadine soaks +topical antibiotics.) tenderness normal?

This is normal. Tenderness can persist for a few weeks after any injury, including surgery.
