I probably had some minor cuts/ bruises around my fingers from doing my everyday cleaning etc when i dipped my hand into a full, bio hazardous waste bin to retrieve my cell phone that fell in. can hiv be contracted that way? i have crippling anxiety?

For sure zero risk of HIV, which is not transmitted by contact with human waste or other exposure to the virus other than by sex or shared drug injection equipment. The main risk from something like this is probably for various intestinal bacteria and viruses, that these are completely prevented by simple hand washing after the exposure. Do not get tested for HIV.
