I got a razor cut on my elbow,it bled for a while and then i cleaned it with water and soap. the razor was brand new and no body else has used it. i cleaned the wound with payodine. is there any risk for serious infection? or disease? what to do?

No risk for serious infections in above circumstances. You did the right things. Given location, superficial infections and taking longer time to heal are to be expected, keep it covered and avoid pressure/ friction.
