Toilet Water: It sounds like you cleaned your hands well. Toilet water generally does not contain serious bacteria and it is dilute. Changing your lens should not cause an eye infection.

Ok: I don't quite understand what you are asking. You've done a fine job of protecting yourself from getting the infection. If you have an eye infection then you need to see a doctor for treatment.

Low risk: Was water clear? Or contaminated? If flushed before touch, contamination is low, and risk lower. If your toilet, even less likely to be a problem.
