I suspect an allergic reaction to something like makeup,hairspray,creams,etc that has come in contact with these areas. Since your face is involved,consult a dermatologist ASAP for an accurate diagnosis & prompt appropriate treatment. In the meantime,I recommend stopping all makeup,facial creams,hairspray and taking antihistamine medication.
