What touches?: Are you wearing a necklace or something else around your neck? What is in contact with the area that gets irritated. Do you have a rash anywhere else on your body?

Contact dermatitis: This sounds like a contact dermatitis - either allergic or irritant. Very possibly related to necklace or other article of clothing that may come in comtact with that area.
