On food stuff that are leftover if we placed hdpe plastic bag and on top of that plastic bag we toss some gallons of water water is heavy so in this condition could oxygen pass through the plastic bag to food or become anaerobic anyone please confirm?

As long as the bag is airtight, oxygen will not pass into it. That does not mean that food can’t spoil, because there is still bacteria in your food. If it is refrigerated, however, adequately, it can be safely eaten. Good luck.
