Inappropriate use of analgesics can cause chronic headache. Your sister needs to be evaluated thoroughly by a neurologist for the correct diagnosis and appropriate therapy. Good luck.

Apparently, she experienced post-traumatic headaches subsequent to her injury. Chronic use of "pain killers" to treat headaches can eventuate in Chronic Daily Headaches, and continuing analgesics will make this worse and prolong the problem. Doubt at this late date in time, that she has a hematoma, but see a local doctor and have her evaluated.
