I went snorkeling for 25 min, and i got sunburn however i also got many small skin tags like small warts like looking, what is it? my back was fine before the sun exposure?

Probably the bumps or "skin tags" are temporarily blocked sweat glands, a condition called miliaria, also called "heat rash" or "prickly heat". Google it for more information including photos. It's harmless and will clear up entirely in a few days or sooner. If any abnormality persists longer, see a doctor, ideally a dermatologist.
