Probably the bumps or "skin tags" are temporarily blocked sweat glands, a condition called miliaria, also called "heat rash" or "prickly heat". Google it for more information including photos. It's harmless and will clear up entirely in a few days or sooner. If any abnormality persists longer, see a doctor, ideally a dermatologist.
