This has to be tackled at an academic center by a surgeon skilled in pancreatic surgery. Whether it can or not will depend on the actual findings at surgery. From your description cancer is a likely diagnosis.

Malignancy or cancer has to be ruled out given findings, location makes it difficult for surgical excision due to blood vessel proximity, details to be further clarified by your team.
