You need a good history and physical exam and ask other men in family what size they are, I would do a family tree off penis length but need to standarize the method. Might be good to measure both soft and erect. I assume you do not mean erect?

2-3 inch penis is not a 2yr old's penis by a long shot. If your testicles are normal and you get periodic erections then there is nothing wrong. It is not uncommon for young men to think their penises are small. If still in doubt see a Urologist
