The heart rate and blood pressure are measuring entirely different things. So, your heart can be beating slowly but the amount of pressure each beat exerts on the blood vessels can be high thus giving you high blood pressure. Whether relaxed or not, it is possible to have a slow heart rate with increased blood pressure. Best of luck to you!
