I'm a tattoo artist. my client has a warts under his eye and bump appeared while i'm working on his back. also the ink is hard to stay inside. is there any possibility that there's something already 'planted' beneath since he has a wart/hpv?

The types of HPV that cause regular skin warts may seed warts to other normal skin sites, but usually by direct surface spread. It doesn't travel under the skin or in the blood. Someone with wart debris on their fingers could plant material on their back if they scratched there. If not, I doubt anything you found is related.
