When rectum loses the normal attachments that keep it fixed inside the body, allowing it to slide out through the anal opening turning it inside out. Mucosal exposure to air causes sloughing, ulceration and bleeding. Gastroenterologist can reposition rectum in its normal position albeit temporarily and symptoms may improve. Definitive treatment will need a colorectal surgeon. Hope it helps.

A rectal prolapse generally needs to be treated with a surgical procedure. G.I. doctors do not do this during a sigmoidoscopy in general. Consult your gastroenterologist for management and referral if needed.
