My 17-year-old always has swollen tonsils, headaches + blocked nose, despite rarely having mucus, if she does, it comes w/blood. this makes it hard for her to breath. doctors say it's nothing, but it's been months. what should we test her for?

If she snores or has other features that suggest a sleep problem a sleep study may be in order. At that age sleep apnea is one of the few indications for tonsil removal that would be accepted by insurers. The swelling is likely recurrent viral illness & unresponsive to meds.
