I have symptoms of cubital tunnel syndrome (numbness and tingling of pinky and ring finger anytime i lean on my arm at all or hold my phone for a while) but they dont reproduce with tests such as the elbow flexion test. could it be something else?

Yes, you do have symptoms in an ulnar nerve distribution, but there are several sites of potential nerve compression, from the brachial plexus in the shoulder, down the arm. "Elbow flexion test" by the way is worthless. An EMG study would likely clarify the situation and establish the location of the problem.
