You are right about having an infection, description matches candida balanitis or fungal infection among others and purely steroid cream (betamethasone) might make it worse. Talk to your doc about a quick exam so that you can get proper treatment.

This sounds like a fungal infection in which case the betamethasone cream will make it worse. If this is happening, you can go to your pharmacy and have the pharmacist recommend an over the counter antifungal cream. If that doesn’t help, you will need to see your doctor for diagnosis and treatment. Good luck to you!
