Some doctors aren't aware of new data evolving over the past 20 years and others are just hyper conservative in their advice. No expert in HIV/AIDS believes these things or so advises patients. That said, the rapid HIV tests miss some infections no matter when they are done. Almost certainly you do not have HIV, but consider a lab-based test for final reassurance. Good luck.
