I am a transgender mtf who currently can't go through hrt. i have heard of saline expanders, can these be implanted in and be inflated and deflated myself? my goal is to inflate or deflate when i need, the feel of breast?

Saline expanders are used to create more skin usually in preparation for a surgical procedure. They are not typically used as you are describing. You could go to a plastic surgeon and ask about it. Best of luck to you!!
