I'm weaning off prednisone for polymyalgia was at 15 mg down to 5mg now and decrease every 2 weeks by 1mg till i reach 3mg. than stay at that.. i don't understand why i would have to stay at 3mg.?

Presumably your doctor wants to assure your PMR remains inactive. 3 mg prednisone daily is harmless; probably there is no good reason not to follow that advice. This is something to discuss with your doctor.
