No. Perceived "plugging" would be from retaining middle ear mucus. The peroxide would do nothing for this & just make the canal moist. This fluid must dissipate over time after the local inflammation fades.

It may help to do steam inhalation that may help improve the drainage/communication between the middle ear and throat, via the Eustachian tube. Hydrogen peroxide in the external ear would not help unless you also have ear wax in both ears.
