This can vary with the type of medicine used, however, including it as part of an established routine so you do not forget it is the best time for most. Taking it as you prepare for the day ion your morning ritual is a common best practice. Taking it at times that can vary (meals) increases forgetting.

If you take only one anti-hypertensive medication, you can take at any time during the day but almost at the same time everyday. So either in the morning or evening will be the best time because people often forget the pill at lunch time. Most BP meds can be taken before, during or after meal. If medication has to be taken with empty or full stomach, pharmacist will note the direction.
