How do you know she has all the parts? There are rare individuals who do not have a connection of the vagina to the upper uterus/Fallopian tubes. The uterus is structure where the egg goes to implant and grow. The lack of menses implies that there may be no uterine tissue to support a pregnancy. Until she verifies, she has ALL the parts, not just a vagina, no reasoned answer is possible.
